Test data tool refresh / single sign-on

The test data tool is a little long in the tooth, and also requires a separate account from the developer account, which we have to set up for you (not self service). This feature will refresh the test data tool and also make it accessible via the developer account.

It would be beneficial to be able to have more granular control over the contents of the test data pack.

To be able to:
- Select VMP/AMP, item name and UoM
- Input quantity, dose text
- Add endorsements to specific prescribed items
- Input patient information
- Modify any other info regarding the prescription and prescribed items
- To be able to edit and delete/archive test data packs
