Our thinking on this has matured - we're now thinking of recommending use of the OS Places API rather than building our own address finder API.

Note that there was guidance on how to use a PAF address returned from our gazetteer service for the purposes of updating PDS... ie which field to our where. If folk use OS PLaces API they will need more guidance.
