Ability to update nominated pharmacy element in application restricted access mode

For the PDS FHIR API, ability to update nominated pharmacy element in application restricted access mode. Being a fully online pharmacy 24/7 & having a large number of registrations it is not efficient for an end user to complete the update action per registration. This would remove a lot of inefficiencies & calls within our system.
