API service level documentation

Update our API specifications to include the service level that applies to that API. For example, is the API a "platinum" service which is supported 24x7 or is it only a "bronze" service which is available 24x7 but only supported during office hours?

This work is now complete - all live APIs have a "service level" section in their spec saying what the service level is, and there is a general description of the service levels at https://digital.nhs.uk/developer/guides-and-documentation/reference-guide#service-levels.
