Tile layout for the API catalogue

The API catalogue (https://digital.nhs.uk/developer/api-catalogue) is a big long alphabetical list. The old Health Developer Network had a nicer tile layout (see https://webarchive.nationalarchives.gov.uk/ukgwa/20200406204847/https:/developer.nhs.uk/apis/) which some people found easier to navigate spatially, and also there were more APIs on the visible page at any one time.

Bring back the tile layout!

We now have a great text search for APIs, plus the filters and A-Z navigation. No plans to move to a tile layout at present.
