MESH APIs - services or standards?

We have a number of entries in our API catalogue which are centrally-defined MESH message formats, such as the various Transfer of Care messages - see https://digital.nhs.uk/developer/api-catalogue?filter=mesh for a list.
We have categorised these as "intermediary API services". There is an argument to say that they are not API services in their own right - MESH is the API service and these are API standards for use with MESH.
The scope of this feature is to re-visit the decision to classify MESH APIs as API services. Should they instead be classified as API standards?
