Deprecate / retire the Gazetteer SOAP API

We are considering deprecating and eventually retiring the Gazetteer SOAP API.

This is in favour of recommending use of the Ordinance Survey OS Places API which is the UK's most comprehensive address search capability.

The Gazetteer SOAP API has been deprecated - we will be writing out to suppliers to discuss their options to migrate away from Gazetteer and will give them a 4 week window to respond. After that period, we will decide on the retirement date.
